Elaborarea și implementarea politicilor publice în Republica Moldova

Abstract

Politicile publice reprezintă un instrument fundamental prin care autoritățile statului răspund nevoilor societății. În Republica Moldova, procesul de elaborare și implementare a politicilor publice a cunoscut transformări semnificative în contextul reformelor administrative și al integrării europene. Lucrarea analizează etapele principale ale procesului de politici publice, evidențiind rolul actorilor implicați, importanța transparenței decizionale și necesitatea evaluării politicilor. De asemenea, sunt examinate provocările existente, precum capacitatea instituțională limitată și resursele insuficiente. Concluziile subliniază necesitatea consolidării mecanismelor de elaborare și implementare pentru a asigura eficiența și sustenabilitatea politicilor publice.

Public policies are a fundamental tool through which state authorities respond to the needs of society. In the Republic of Moldova, the process of developing and implementing public policies has undergone significant transformations in the context of administrative reforms and European integration. The paper analyzes the main stages of the public policy process, highlighting the role of the actors involved, the importance of decision-making transparency and the need for policy evaluation. It also examines existing challenges, such as limited institutional capacity and insufficient resources. The conclusions emphasize the need to strengthen the mechanisms for developing and implementing public policies to ensure the efficiency and sustainability of public policies.
