Knowing the difference is important because it helps avoid confusion and problems. The article also says that clear and simple rules for registering these rights can stop fights and build trust in the legal system. It also talks about some problems with the registration process. Things like slow procedures, differences in rules between places, and system errors can make it hard to rely on the system. The article suggests making changes to fix these problems.
