Eficiența proiectelor investiționale în construcții

Abstract

Lucrarea de licență „ Eficiența Proiectelor Invetiționale în Consatrucții” tratează aspecte teoretice și aplicative privind eficiența investițiilor în cadrul proiectelor de construcții. Studiul se concentrează pe un proiect concret, clădirea administrativă “Agenția Asigurare Resurse și Patrimoniu a MA” și vizează identificarea soluțiilor de optimizarea investițiilor în condițiile tehnice și economice ale Republicii Moldova. Cercetarea a fost realizat prin aplicarea metodelor de analiză tehnico-economică, evaluare a resurselor, analiză de deviz, precum și metode grafice și comparative pentru determinarea celor mai eficiente soluții organizatorice. Scopul lucrării: este de a analiza costurile investiționali cît și execuția și finanțarea proiectului pentru creșterea eficienței energetice, reducerea timpului de execuție și valorificarea optimă a resurselor. Pentru atingerea scopului, au fost formulate următoarele sarcini: 1.Studierea cadrului teoretic și normativ privind analiza eficienței investiționale în construcții. 2.Analiza procesului de planificare și execuție a lucrărilor de reconstrucție, renovare și modernizare a clădirii administrativ-socială. 3.Estimarea resurselor materiale, umane și tehnice necesare. 4.Identificarea disfuncționalităților și propunerea soluțiilor de optimizare. Obiectul cercetării este șantierul de construcție a unei clădiri administrative din cadrul Ministerului Apărării. În plan aplicativ, a fost efectuată analiza detaliată a unui proiect real, cu accent pe evaluarea devizului de cheltuieli, necesarul de resurse și particularitățile organizatorice ale șantierului. Rezultatele obținute reflectă situația actuală din sectorul construcțiilor privind relevanța proiectelor invetiționale axate pe obținerea unei eficiențe energetice cît mai mare posibil pentru clădirile instituțiilor de stat din Republica Moldova.

The bachelor's thesis “Efficiency of Investment Projects in Construction” addresses both theoretical and practical aspects concerning the efficiency of investments within construction projects. The study focuses on a specific project — the administrative building of the "Agency for Resource and Asset Management of the Ministry of Defense" — and aims to identify solutions for optimizing investments under the technical and economic conditions of the Republic of Moldova. The research was carried out by applying methods of technical-economic analysis, resource evaluation, cost estimate analysis, as well as graphical and comparative methods to determine the most efficient organizational solutions. The aim of the thesis is to analyze investment costs along with the execution and financing of the project in order to increase energy efficiency, reduce execution time, and optimize the use of resources.To achieve this goal, the following objectives were set: Study of the theoretical and regulatory framework regarding the analysis of investment efficiency in construction. Analysis of the planning and execution processes for reconstruction, renovation, and modernization works of the administrative-social building. Estimation of the required material, human, and technical resources. Identification of dysfunctions and proposal of optimization solutions. The object of the research is the construction site of an administrative building under the Ministry of Defense. From an applied perspective, a detailed analysis of a real project was carried out, with a focus on the evaluation of the cost estimate, the required resources, and the organizational characteristics of the construction site. The obtained results reflect the current situation in the construction sector regarding the relevance of investment projects focused on achieving the highest possible energy efficiency for public institution buildings in the Republic of Moldova.
