Importanța aplicării tematicii selectate decurge din necesitățile crescânde ale imperativului timpului, privind buna organizare a securității circulației rutiere, cu tendința desăvîrșirii metodicilor de intervenție care vor permite reducerea considerabilă a procentajului la pierderile vieților omenești și crearea condițiilor optimale de acordare a primului ajutor calificat sinistraților la trafic. Prin oportuna reacționare a sistemelor moderne de înștiințare, deblocarea calificată a sinistraților din mijloacele de transport, acordarea urgentă a primului ajutor medical la fața locului, precum și transportarea operativă la instituțiile medico-sanitare, poate fi asigurată probabilitatea salvării vieților omenești cu plus circa 12 – 15 procente. Practic, în asemenea situații apar o serie de probleme pe marginea asigurării, dirijării și coordonării acțiunilor de antrenare a forțelor și mijloacelor la intervenție. În contextul celor expuse, tematica prezentei lucrări este abordată în scopul consolidării și eficientizării deprinderilor practice ale efectivelor de salvatori și pompieri la îndeplinirea activităților de salvare a persoanelor (fizice, juridice) și bunurilor sale materiale, în cadrul producerii accidentelor rutiere.; The thesis purpose: Consolidation and efficiency of the practical skills of the management body and the teams of rescuers and firefighters in carrying out activities aimed at rescuing victims and material assets, in the context of road accidents. The importance of the application of the selected theme stems from the growing needs of the imperative of time, regarding the good organization of road traffic safety, with the tendency to perfect the intervention methods that will allow the considerable reduction of the percentage of loss of human lives and the creation of optimal conditions for providing qualified first aid to traffic accident victims . Through the timely reaction of modern notification systems, the qualified unlocking of the victims from the means of transport, the urgent provision of first aid on the spot, as well as the operative transport to medical and sanitary institutions, the probability of saving human lives can be ensured with a plus of about 12 - 15 percent. In practice, however, in such situations, a series of problems arise in terms of ensuring the direction and coordination of the actions of training the forces and means for the intervention. Progresul tehnico-ştiinţific a creat condiţii favorabile pentru punerea în aplicare a unor tehnologii moderne în diverse domenii ale activității umane: construcţii, activitate industrială, căi de transport și comunicații, obiecte chimice și pietrochimice, exploatări miniere, obiete energetice cu utilizarea substanțelor cu pericol de incendiu și explozie, substanțe radioactive etc. Dezvoltarea vertiginoasă a tehnosferei și crearea bunurilor cu diversă destinație, favorizează, pe de o parte, sporirea nivelului de confort al omului, ridică nivelul de trai, crează condiții de dezvoltare intelectuală şi alte aspecte, dar, pe de altă parte, majoritatea activităților menționate prezintă şi un pericol sporit pentru sănătatea și viața oamenilor, mai cu seamă industriile cu utilizarea materialelor și substanțelor periculoase pentru sănătatea și viața oamenilor și altor ființe vii. Aceast lucru se explică prin faptul că multe obiecte, construcţii şi edificii care se exploatează de pe teritoriul țării la etapa dată se a flă în faza de post exploatare, faza de uzură, fază caracterizată de o frecvenţă înaltă a situațiilor accidentogene, refuzurilor tehnologice, adesea însoțite de avarii, incendii și explozii. Este bine cunoscut că orice activitate umană este însoțită de anumite riscuri, mai cu seamă cele legate de exploatarea obiectelor industriale periculoase, care utilizează și prelucrează materii prime și substanțe periculoase, iar produsele finite prezintă pericol sporit de incendii și explozii . Incidentele produse la aceste obiective pot influenţa negativ asupra activităţii vitale ale omului, asupra bunurilor materiale şi corespunzător asupra mediului înconjurător, în unele cazuri, cu urmări dramatice. În ultima perioadă, pe întreg teritoriul Republicii Moldova, se înregistrează activitatea unor persoane fizice și juridice ce execută lucrări de construcție, la obiective existente. Ca rezultat al activității acestora au fost stabilite careva abateri de la regulile și normele de protecție împotriva incendiilor, ce pot afecta sănătatea și viața peroanelor ce se află în interiorul acestora. Totodată, a fost evaluat riscul de izbucnire a unui eventual incendiu, precum și analizate unele incendii produse la blocurile de locuit, ce au la etajele superioare etaje tip mansardă. Analiza edificiilor existente și elaborarea unor măsuri au fost efectuate calcule ale unei construcții aferent, caracteristice pentru edificiile constructe în mun. The analysis of the existing buildings and the elaboration of some measures, calculations of a related construction, characteristic for the buildings built in the municipality of Chisinau, were analyzed, occasional localized manifestations were analyzed, an information system was developed, as well as some recommendations were developed. Lemnul este una dintre cele mai importante materii prime naturale, cu multiple şi variate utilizări. Oamenii folosesc lemnul în calitate de material de construcţii, mobilă, articole de uz casnic, jucării, articole de papetărie, articole sportive, decoruri, panouri de expozitii, panouri publicitare, ambalaje, vagoane, combustibil etc. Capitolul 1 „Produsele din lemn și utilizarea acestora”. Sunt studiate tehnicile de utilizare și transformare a lemnului în diverse produse prin procedee de prelucrare mecanică, extracție și descompunere termică, precum și direcțiile principale de prelucrare chimică pentru căpătarea celulozei, drojdiilor furagere, alcoolului, producerea plăcilor din fibre și așchii de lemn etc. Capitolul 2 „Analiza pericolului de incendiu și explozie la prelucrarea materialelor lemnoase”. În acesta capitol este efectuată analiza pericolului de incendiu și explozie la întreprinderile din industria de prelucrare a lemnului cu diversă specializare. Sunt minuțios analizate cauzele care pot provoca incendii cu o generalizare finală a cauzelor principale. Capitolul 3 „Prevenirea incendiilor în industria de prelucrare a lemnului”. S-au studiat minuțios măsurile organizatorice și tehnice de prevenire a incendiilor și exploziilor la fabricile de producere a cherestelei, de prelucrare mecanică a lemnului, de producere a făinii de lemn, a plăcilor fibrolemnose și din așchii de lemn, de producere a mobilei. Capitolul 4 „Stingerea incendiilor la întreprinderile de prelucrare a lemnului” În capirol sunt descrise detaliat acțiunile de intervenție pentru localizarea și stingerea cât mai rapidă a incendiilor izbucnite la depozitele de bușteni și cherestea și la fabricile de mobilă. The techniques of using and transforming wood into various products through mechanical processing, extraction and thermal decomposition processes are studied, as well as the main directions of chemical processing for obtaining cellulose, fodder yeasts, alcohol, the production of fiber boards and wood chips etc. Chapter 2. “Fire and explosion hazard analysis when processing materials”. In this chapter, the analysis of the fire and explosion hazard is carried out at enterprises in the wood processing industry with various specializations. The causes that can cause fires are thoroughly analyzed with a final generalization of the main causes. Chapter 3. “Fire prevention in the wood processing industry”. The organizational and technical measures to prevent fires and explosions at the sawmill production, mechanical wood processing, wood flour production, fiberboard and wood chip factories, furniture production factories were thoroughly studied. Chapter 4. “Extihguishing fires at wood processing enterprises”. The chapters describes in detail the intervention actions to locate and extinguish as quickly as possible the fires that broke out at log and timber warehouses and at furniture factories. Based on the the materials of the conducted study, proposals are made to increase the level of security in case of fires and explosions, as well as to reduce damages in case of possible fires.
