Интенсивная урбанизация и право человека на инсоляцию IVANOV, Valeriu This paper reveals the concept and the content of the people's right to sunlight in an urban environment, as an inherent part of their life. The issue concerning the right to the insolation is especially relevant in connection with the dense development of buildings in the cities of the Republic of Moldova, and particularly in Chisinau. The sunlight shortage has a negative impact on the citizens’health, green spaces, and also on the aesthetic appearance of the area. The article describes the level and quality of insolation norms in Moldova and other countries. Examples of legislation in the field of natural lighting and insolation of such countries as Great Britain, Sweden, Germany, Slovenia, countries of the post-Soviet space, etc. are provided. The compliance with the norms and standards on insolation can serve as an example for the stable development of cities in our country while maintaining the ecological balance and quality of human life. The observance of citizens’ right to a full-fledged habitat is the main condition for the implementation of programs for sustainable urban development in the country.; В данной работе раскрывается понятие и содержание права человека на солнечный свет в городской среде, как неотъемлемой составляющей его жизнедеятельности. Проблема права на инсоляцию особенно актуальна в связи с плотной застройкой зданиями территорий городов Республики и в особенности г. Кишиневе. Последствия недостатка уровня солнечного света негативно влияют на состояние здоровья граждан, зеленых насаждений, а также ухудшают эстетический вид местности. В статье рассматриваются уровень и качество норм инсоляции в Молдове и других странах. Приводятся примеры законодательства в области естественного освещения и инсоляции таких стран, как Великобритания, Швеция, Германия, Словения, стран постсоветского пространства и др. Соблюдение нормативов и стандартов по инсоляции могут служить примером для стабильного развития городов нашей страны при сохранении экологического равновесия и качества жизни человека. Соблюдение права граждан на полноценную среду обитания является главным условием при реализации программ устойчивого градостроительного развития республики.

Предложены, изучены и применены научно-инженерные физические методы активации исходной материальной субстанции: управляемая (регулируемая по агрессивности) гидродинамическая кавитация; концентрируемое неионизирующее облучение. Для реализации в практике создано и испытано оригинальное оборудование, экологичность и технико -экономическая эффективность которого апробированы в производственных условиях. В итоге многолетних исследований получены уникальные результаты по наиболее важным характеристикам в строительной, агропромышленной отраслях экономики и в других приоритетных направлениях.; Innovative ideas underlying the design of materials, mixtures thereof and technologies are presented for the first time. They have been developed applying a system approach to the solution of problems in diverse spheres of activity vital for the modern civilization. Research and engineering physical methods are proposed, examined and applied for activation of initial material substance: adjustable (aggressiveness- controlled) hydrodynamic cavitation; exposure to concentrated nonionizing radiation. Original equipment was developed and tested for practical implementation and its environmental friendliness as well as technical and economic efficiency were tested in an industrial environment. As an outcome of many years of research, unique results were obtained regarding the most important characteristics in construction, agro-industrial sector and other priority areas of economy.

The research was conducted using the SolidWorks program.; În lucrare a fost efectuate cercetări teoretice privind creșterea transferului de căldură de la corpurile de încălzire, în funcție de modul de alimentare cu agent termic. Cercetările s-au efectuat cu ajutorul programul SolidWorks.
